Can't zoom in

I just installed this mod and it works perfectly except that I can't zoom in or out by using the mouse wheel.  I'm still able to zoom in on the unmodded game and other mods.  Does anybody know how to fix this?  I tried reinstalling the mod but it didn't work

Are you using a custom file to get a different zoom range?

No I am not.  If it makes any difference, I am not using a mouse, I am using a touch pad where dragging two fingers up or down translates as scrolling up or down.

It is odd, I wonder if it has to do with the "-dev" parameter used to run EF. Which other mods do you play fine?

Blitzkrieg, Europe at War, Modern Combat, and unmodded COH all work fine.

I'm running it on Steam, if that makes a difference.
