And plus it would be awkward. Where would you put this thing when all the factions are meant to be add ons the the typically Allies vs Axis? You could call it a mini game(like a operation) but still  . And I highly doubt this would be easy to balance.

Cold war will likely never be done, because it's not in the "Expansion" Style, nor does it seem as entertaining.

Balancing is never a complete process. Look at 2.6.0.2. Not much of an improvement on 2.6.0.1, and far from what I would call "perfect and final" balance.
