Can someone explain how the surrender system in BOTB works ???? Its kinda confusing :P

I think it was like this:
If a squad is pinned down and has less then 2-3 men they surrender, don't know if it's right :P.

Whenever my soldiers (or enemies) surrender there is a little text bubble that says "exhausted". And then the surrendered soldier start fighting for the enemy. WTH ???. They were decappng my muni point XD. I had to gun down my own Waffen SS  :(
