You can put the reinforcement cost of the sniper team to being the actual "buy price", making it 1-1 in Cost VS Risk for a sniper/spotter combo vs single-sniper, for both persons. As long as you can ensure that the sniper in the sniper/spotter combo will always be favored as a target.
