Since the new patch is coming up, i gonna say: only in CoH EF, a AT weapon crew can hull down their gun and place sandbags around it without digging and putting the sandbags on.

Over repair, yes. But I like to think of it as a field modification to it, like putting on extra plating on a tank and etc.
