I can no longer choose no population cap. How can i fix it?

Uninstall EF, Make sure all files are gone, and reinstall. Seems like you may have missing files.

Don't follow this method until BlackBishop makes his recommendation, though this would be my first guess.

mmm... i would recommend that as well, perhaps the files were messed up.

Did you install the patch (1.31->1.40) on the right version

? Or what procedure did you use?

Reinstall full version.
