My quesion is why alots soivets ablits like the moltove cocktales or compnay command skill red tide don't cost any thing to use?

To compensate for the "No-cost" feature, most abilities have huge cool-downs, I think using GoW has a longer cool-down than a V1.

Soviets also have a munitions upkeep as well on top the already very long cooldown on abilitys. Its been designed this way
its very common late game if you have a large Soviet force established your munitions income can be +0
