There are the same except that the US ATG has 150dmg and 60 range while the ZiS-2 has 125 damage and 57 range. The ZiS-2 has about double the penetration on most tanks than the US 57mm.
AP rounds let it 2 hit stugs.
^^ If it were ever a matter to discuss, it would be definitely called OP (by axis players) and thus turned to cost about 100 muni, or even removed at all.

I've noticed that soviet AT-guns hit each other with 100% accuracy.Example: You play Wehr, and killed a soviet AT gun crew. Now you send your units to capture it.Now the soviet player moves another AT-gun near yours, and starts shooting at it. Every shot will hit and damage your AT-gun.Since accuracy of all AT-guns against each other was reduced to like 20% this seems to be a bug.
