Red Army locked

Hi all,
I have installed the mod and everything appears fine (EF title screen etc.) But when I go to select the red army in skirmish mode it says that it is locked and that I cannot use the Red Army.
I am not playing the mod on the internet.  I am starting it through Company of Heroes using the cd.  It wont let me start it offline using the EF launcher.
How do I unlock the Red Army to use in skirmish mode?

You have to install the latest Company Of Heroes patch. I think it's like 1.6 or something. :-\
