But why must it overshoot? If its that easy to adjust for, can't you just put the spread where its targeted? For me and other people like me, I dont like having to spend  precious seconds calculating the proper location. By all means keep accuracy low and spread high. I'm not sure if I'm coming through clear and don't want to sound like a whiney noob, but I forget to account for it everytime.

The overshoot is likely a bug.

Other solutions maybe :

Why not transform the hovitzer into a tech specialisation ? like Propaganda (in replacement of another of course, like the bugged "God or War").

It would be a special construction for defensive doctrine, better than the actual (like 3 hovitzer max, lower cost of population, but not really accurate -a real barrage weapon), but allowed only for one specialisation. For more precise artillery, sovietic have sniper & Major abilities.

It would be the occasion to really transform the "Propaganda spec" into a defensive strategy : Tranchees, katyusha, massive artillery, Machine-gun position.

actually I like the idea, but I've already been told that Propaganda Doctrine is not going to be another arty-spam doctrine ( like British RA)

Well it find it pretty sad  ???. It would be more coherent and not a real change if it replaces "God of war". An artillery strike replaced by artillery unit. Of course the quality of the Hovitzer, his cost & power have to be discussed :)

In my vision :

---} Propaganda is clearly a defensive strategy, based on positions (tranchees & machinegun) and artillery (Katyusha), like the defensive option of the Wehrmacht ( 88Canon & bunker reinforcement & defense bonus).

---} For massive assault, we have the third specialisation, with many Tank reinforcements (Sherman & co),aviation raid (Sturmovik) and faster infantery. Pretty coherent (kind of Blitzkrieg)

---} And an Urban/Guerilla strategy, with Partisans, bombed position, Snipers, flammethrower (and a "no step back" which should be in propaganda tech).

So allow a massive artillery help seems to be the most coherent choice for Propaganda, moreover the Red army was really in love of heavy artillery (like some players  ;D)
