soviet commander cannot activate "charge"

i have the newest patch (i think 1.22) and there seems to be a problem with the commanders charge abillity. In-game, it says recharging after 90 seconds from when he is built but it never activates. I think its a problem

Read changelog carefully - now it's available only from vet1.

But indeed it works weirdly: when you get vet1 this "90 sec cd" just begins counting down, so actually it's available "90 seconds after ComSqd receives vet1"
