I also noticed that Conscripts don't have squad numbers in their badge? Is this intentional?

Yes because CoH cannot handle "free pop squads", so they have 0/0 and that's the reason that NKVD costs 1 too.

Noticed a bug with the Brit expert AI during a replay.  The first infantry squad that is actually produced from the command truck at the start of a game comes out with a Leutenant(not the squad you start a game with.  It happens whether I play with them or against them, about a minute into the game.

This bug happens in vanilla Coh also, looks like another one for the Relic to-do list

There was a strange occurrence, when I played on the map "urban city nights" as a soviet along with US ally against wermaht and PE. A strange unit in the US army appeared - it was named something like a "command unit" and had a visual bug - a red square instead of the blue shield sign near the unit and a mancount of 1. I had never seen anything like this before nor later.

Unfortunately enough, I didn't. Kind o' like got carried away by the fierce fight, and right after that I started a new game, so there is no auto replay. I recalled it only when started reading the bugs' thread, but I give you my word on it, I am not joking nor messing you up on that issue, it really was as I described. I'll try to get that same effect tomorrow, if any successful, I'll print it here and send you the according replay at your request.

It was a map issue: certain buildings can produce these unconventional units, when occupied.

By the way, is it a bug, that a german officer can force-retreat a penal squad (the one that is supposed to be executed on retreat)?
I think, it is, and it needs a fix (just MHO).

Yeah, it's a replay (attached). I can make a new savegame though, if you desire.
There are about 6 or 8 buildings on this map (they all use the same model), which, when occupied by any player, give the latter the ability to produce a "forward unit", a sapper team, and a sniper. The sniper is inaccessible to soviets, and the game would CTD every time the sappers, acquired by soviet player from any of these buildings, would try to capture any heavy weapon.
