Conscript - break suppression ability

I have a sinking feeling this has been talked about before, but I'm not sure where or how long ago. 

I just notice that in 1.10( I saw no notes about it in 1.11), I could use the break suppression ability without losing any troops. It is still supposed to kill a member of the squad isn't it?  Is this a coding issue that hasn't been resolved yet?  I would really like to shoot my own troops.

I don't know that it was ever intended to kill a member of the squad. Try the Imperial guard in DoW if murder of your own men is what you like...

maybe somebody changed his mind, but I've read over the ability description that it gives you when you hover over the icon, and is says 'execute a member of the squad"
