Could this work?

If I was going to initiate Operation Barbarossa, could these modifications help conquer Russia?
1. Stop the development of Panzer I and Panzer IIs before Operation Barbarossa and develop Panzer III and Panzer IV more.
2. Build up forces and invade before May in 1941 is over.
3. Give generals like Erich von Manstein more power over making decisions for his troops and attacking.
4. Go for Moscow more than any other city unless I must conquer that other city.
5. Come up with a tank like a Panzer IV that can move through mud, snow, and other terrain in the USSR and use other tanks when it's okay.
6. To not rush. Slow the attack more so supply lines can be closer to the front lines.
7. To understand and come up with a tactic to counter the USSR's numerous Red Army troops.
8. Gather foreign troops and civilians who would want to help.
Could these changes work? Also, let me know if this should be in a different discussion.

I mean invade before June.

It could work.
"8. Gather foreign troops and civilians who would want to help." - this is a long topic. Germany didnt want to make armies using counquered countries till 1943.
The nationalist Cossacks from Ukraine is the best egzample of an army that could have been raised.

Yeah, it could work, but I'm glad that they didn't do all these things, because otherwise we'd probably be speaking german here..
about invading before 1941.. It think they should've waited a little longer for the development of tigers to finish.. Stalin wasn't doing anything, and wouldn't start doing anything until the germans would attack Russia, because they didn't expect an attack until 1942.

Stalin wasn't doing anything, and wouldn't start doing anything until the germans would attack Russia, because they didn't expect an attack until 1942.
Stalin was secretly producing T-34 and KV tanks (and had a 1000 of them in june 1941) while Germans thought that their light tanks were unstopable. By may 1942 Stalin would have 5000 T-34 and heavier armored T-43 would came into production.
New planes like the MiG-3, Jak-1 LaGG-3, Il-2, Pe-2 would also came into action in numbers.

Brilliant. It COULD, WOULD, and maybe WILL WORK. If you conquered the UK in 1940, I think you would invade in 1940 or early 1941. If not, I think late 1940 or early 1941. If you invaded, your Ostheer would be in Moscow at like fall 1941 or even spring 1941. THe T34 and KV problem might even be eliminated. Supply lines will most likely be close to the front lines, which might help. If it worked, I think this would happen:
After conquering Moscow, the Red Army might be discouraged and pressured by the almighty Ostheer and Axis supporters. The Ostheer would most likely advance and get the oil Hitler may have desperately craved. Maybe the Army Group North, Army Group South, and Army Group Center might be safe to form. the USSR might surrender after getting the European part of russia.

Paciat, when stailn made those tanks,they sucked. They were prototpeys and a light panzer could beat them. He didnt start makeing real t34 until the war started with russia
The Russians think there sooo tough, wait till the Ostheer comes...
