One of the main reason that people would call Soviet OP is the fact that they have way to much artillery.
I am not complaining and saying that the entire Soviet is OP, only their amount of artillery.
 They have heavy mortars, artillery firebase, kaytushas, officer, sniper team and God of war. This is in my opinion a little to much.
Actually I feel like the Soviets don't need any stationary artillery because they have heavy mortars and free call inns. And if you want some more you can just choose propaganda.
If you choose not to remove the artillery firebase I would suggest that you make it doctrine dependent, come in later, or change some of their other artillery sources.

The artillery firebase isn't the thing that annoys me the most, but I feel that it is so incredibly not needed. I think most of us can agree on that soviets have a little to much artillery, but do you have any other solutions?

theres NO reason at all to give those snipers free 1-sec-arty. there just isnt any XD

thats like giving a heavy-weapon crew the ability to lay mines

Propably the next game of relic will be pong, but i'm not sure if they would be able to balance the sides.

This is so true. right what i thought, if they dont change that, a game against the soviets will never be balanced.
In gereneral, the russain simply do have too much of anything. that doesnt count only for the art.

Right. If they dont change that, NO balanced gameplay will ever be possible. The whole idea of cool down timers is pritty inovative, but it makes a balanced gameplay simply impossible. Someone who doesnt agree to that doesnt agree to balanced gameplay. this is just a fact you cant recall.

Agree with Sniper and firebase.
1sec firestrike is little too much, and 152mm firebace is useless now, cause of it high price and lowest accuracy.

Also, "God of War" should be renamed. For example, as "152mm ML-20 firestrike"

I'm happy. When I see that someone sees the problem of balance as I do.

You...do know...your suggestions never gonna happen?
Cool down timers are Soviet trade mark and define them in a way, Soviet doctrine relayed on artillery as the only constant factor in all of their battles (that`s why it is so numerous in all it`s forms)
I`m not saying you`r not right, but to use Sniper arty you need 360MP+100MUN+no camouflage while on recon/scout.
Solution?- Either rise the MUN on 200 or double the cool down time, even now average game lasts 30-45 min, it that time you can call what, 1-2 arty via snipers, 3 at the most- with this it would be more like 1.
As for firebase, it is absolutely useless, and it should be, so leave it as it is - as an option for some specific maps and situations, right now everyone would rather build tanks then arty for that resources.

The problem with the russian arty firebase is that it is tier0, and it fires forever. I built 2, and you can almost fire them continually that is how long they fire. That and their range is ridiculous. The Brit arty costs more, and has a shorter range and does less damage.

I agree, unfortunately the arty should be removed, or at very least moved to a doctrine tree.

firebase, inaccurate and costs alot of fuel ITS FINE

free arty, with proper cooldowns its fine

god of war got massive nerf in last patch

commander arty would be fine if it didnt kill neutral buildings so fast and was a tier 2 ability

sniper arty isnt instant anymore, 5second delay and you have to upgrade individually for each sniper.  its 100% legit.

Arty is fixed now with the latest patch.  Kats are pricier.  Sniper arty is a per unit upgrade and is no longer instant.  God of war is nerfed.  Commander arty now does less damage against buildings.

ML-20s are laughably inaccurate and horrifically expensive.

Like stated by xenotype the arty is fine right now. Stop whining about it.

The only thing that should be done is the increase of accuracy of the ML-20.The higer accuarcy could be traded in for shorter range. not only is it expensive and inaccurate it also drains 10 population.

I don't know about this commander arty nerf, everytime I use it the ability destroys the building I target.
