Changing Population cap

First off: Great mod-I bought CoH just to play it (well, it was $12 on steam anyway-and I had played before, but still).
2ndly: Sorry if this is the wrong forum
Finally: I'd like to know if there is any way to change the population cap, or get rid of it. I suppose it could be called cheating, but I just prefer gameplay without worrying about # of units (besides, my enemies also have no cap, so it's fair). I play another mod that (among other things) gets rid of the popcap (or only changes it to 9999, but they're essentially the same thing considering that many units would make most computers burn), but of course that doesn't have Conscripts and IS2s. I would try and combine mods, but I don't have any clue how, or if that would work.
So, how can I change the popcap (if I can)?

Its easy, just make your own mod and call it mass warfare or something like that.

Make a mod for a mod? Hehe, I'll see what I can do, but I'm not much of a modder. Yet

I looked around a bit in the game's files, and I didn't see any simple, editable files, or anything called config or cfg, etc. so I'd bet on no. At least not with Wordpad.

There was a mod called DCG for another game called Men of War-those mod's files were easy edits-but they were just XMLs.
