Ok I think I've finally thought of a way to balance out the conscripts, tell me what you think of my suggestion.

For unupgraded conscripts maybe there should be a limit to how many you could get like 8 or so the exact number I don't know but for NKVD conscripts they should take up more pop cap than just one because they have molotov cocktails ,suppression breaking ability, and they are decent infantry now. Once again tell me what you guys think

Mabye we can have a hard cap to conscripts.
But even NKVD cons are not very good.
Have you seen their firepower and durability?
They get shredded by any concentrated force and any vehicles, even with 10 squads of them.
