Of course until their armoury upgrade, which should only cost 125 munitions anyways, not 200.

This will stop the super super super super unstoppable ingy spam. Oh and the flamewarfer upgrade should only hand out 2 flamers if the engies have the upgrade. There, now they dominate when you want them too, but aren't unstoppable by 2 axis players if you spam them.

They shouldn't have such an upgrade in the first place and their standard rifles are just too powerful as it is. Engineer weapons are supposed to be weak and short range. Ingenery can beat a bike at long (where engi/pios cant even shoot) range while standing in yellow cover.

I don't see how that makes sense from a realism point of view. I know gameplay > realism but you have to draw the line somehwere...Engineers are specialist units, it would be totally unrealistic for them not to be equipped properly. I would suggest lowering the squad size instead...I think there are WAY too many men in one Ingenery squad right now.

Ah come on now! Leave the ingenery alone. They are the only decent infantry the Sovs have in the early game and its an infantry based faction. Do mean to suggest you go to T1 first?

+1 someone got himself eaten up by the almighty soviet basic builder-unit, with their (incredible) rifles, that are dealing 7 damage (like conscript ones).
Basically, it appears to be a conscript squad without unarmed guys, with lower moving speed, lower capping rate, and it costs more than a half of a conscript squad. Do you really think soviet basic building unit should be weaker than conscripts? No matter - they are!
