The nerfs to the Zis ambulance as a whole are OK. One unfortunate result however is the unlocking of the Zis when it is in an interdicted area causes "retreating to zis" squads to stop. A sticky problem for the Sovs when sending reserves to the action but acceptable.
The unacceptable result of this change is when the Zis is used as a pathing/triage waypoint for damaged squads in a group. The damaged squad still appears as a member of the group when retreating but stops in the middle of nowhere. I am not sure if this will send it back to the front when the next group move is made or drop it from the group entirely. In any case a damaged squad sitting in random cover is dead meat. And when the enemy has just broken up your offensive by isolating your Zis can you really have enough time to micro manage the troops that are engaged plus the interdicted reserves, plus the interdicted retreating squads. DER'MO! You will be able to write the future of the Motherland with a pitchfork on water!
My suggestion is to have units retreating to Zis default to retreat to base when a lose of control forces the zis to unlock. A tough nut perhaps I think but if a conditional can force a switch to energize (ie the Zis U/L), cannot the same conditional change all the units with reteat to zis orders into retreat to base order?
The zis is not a captain in a bren carrier. Secondary lines of defense, base defenses and mobile reserves are a viable counter to partisans and the Zis Stealth function. If you can't fix the problem get rid of the restriction to retreat to zis in a uncontrolled sector. just prohibit it from locking down in one.
