Simply put, its a article releasing more info on Ostheer :P. Think of them as sneak peaks. They're released when they(devs I guess ???) are ready to release them to the public. There's no specific date :-\. Sorry :P

There is a date about 15th every month but im not sure
devs  say
Ostheer Update 9 - HQ and Gruppen Post

,,We are going to make and show some videos depicting Ostheer units, for now we have planned three videos about Infantry Gruppen Post, Schutzen War Camp and Panzerkampf Kommand units that will be shown one for each month.,,
