I have problem

I installend CoH and then I installend CoH ToV and then EF just that when I run it, so I locked Russia Army and I do not know why

And you should also consider, that no soviet campaign whatsoever is available at the moment. 
So, basically, all you can do is you can play as a soviet only in the skirmish\multiplayer mode.

Are you using a cracked version of CoH?

Check here to download/install the patches you need(2.501~2.601) if you have ToV.
