Resources seem a bit odd.

I am no expert but when I play other factions I am always low on resources and hardly ever at my personnel cap.  With the Russians i am always out of ammo due to upgrades but if I make it through the beginning of the game I am floating huge MP numbers because I am quickly at personnel cap. 

Was wondering if anyone else finds this odd?

nope, just you... stop loosing units and you'll have more MP to spare

Don't think you read my post right.  Im not loosing units.  I am unable to make that many units because the personnel cap is reached with so few units. 

And when I play Americans I might have roughly 300 MP/Fuel/Ammo at the most throughout the game at one time unless I am saving for something.  With Russians I have 2000+ MP and 600+ fuel and 0 ammo due to upgrades.  I can't spend the MP or fuel because the units I have on the map are maxing my personnel cap.

Conscripts are zero population.

Your problem is the nerfing of the units which makes it harder for you to get more territory.

You need more territory to build more units.

What The F** mean that?
That mean,is no maximum cap for russia recruiting conscripts.

I have 1.04 patch and 3.1.0 launcher,and is not like that.
By the way....they don't even show how many pop  need.

Even on large maps,i think is a bug,because sometimes i am unable to field many units,just few,because maximum number of population don't allow me that,but allied AI don't have problems like that,and swarm the map.

I want to show one replay as a prove,but i don't know how to do that.

I figured how it works.
Check this battle,and see overpowerd AI,who almost destroy me,but in the final,after few good maneuvers with only FEW tanks,i managed to push him back,and destroy them.

I improved and adapted my play stile and strategy now,but is boring,but at last ... effective.It seems to be no many choices with Russians.

I am not some kind of stupid child,and i know very well what mean tactics and strategy.I am also fan of Total War.....played them since Shogun was released.One of my hobby is playing strategy games,and allot of time from my life was/is spend on that.

Actually it is the large no. of men (6 - 7) excluding conscripts which are weak later part, you won't be making them anymore, it is also the amount of upkeep that drains your mp. Unlike US which can reset their upkeep rate at the Supply Yard, the Soviets have nothing to reset their upkeep, which can be as low as 210s. This has detrimental impact which is what I think the thread-starter was trying to say.
