Okay. This was made in response to the bunches of threads about more or less the same thing. It will be a list of things that are: 1) OP, 2) Resource price unfair, or 3) Incorrect (as in history-wise).

The List

- Conscripts need either: 1) Longer creation time or 2) 1 population count (Nerf damage, to much done to light vehicles)

- IS-2 needs to be nerfed: 1) Make it doctrine call-in only, 2) Increase price and pop. count, or 3) Increase creation time

- Heavy mortar needs to be nerfed: 1) Make it regular mortar shell, 2) Increase cool down times, or 3) Increase unit price/pop. count/creation time

- Ingery need: 1) Increase price, or 2) Increase creation time

- PTRD's damage must be nerfed- Does to much damage to buildings

- Increase cost of Sharpshooter team- To effective for a beginning match unit

- Firebase should: 1) Cost more and 2) be a Doctrinal unit

- ZIS gun AP (Armor piercing) effect must either be: 1) Lowered drastically, or 2) Make it use fuel (but still cut the cost a bit)

- Katyusha- 1) Raise cost and 2) Limit 2

-Ingenery/conscripts need to do less damage, in particular to light vehicles (for PE).

-Major's pistol is regularly one shotting soldiers with it's crits and that's retarded for such an early game unit.

-Flag strelky's machineguns are a bit too accurate.

-Sharpshooter teams wipe PE out since you can easily buy a couple and take out chunks of squads like that.

-Tank hunters teams shoot too slow for too much damage/deal waaaay too much damage to buildings.

-Heavy mortar's regular round is too strong, maybe replace it with a regular round and give it the strong rounds instead of barrages.

-T70/T90 do crap damage but are too tough, overall seem pretty useless with that combination.

-SU85, IS-2 deal a bit too much damage to tanks.

-Not one step back needs some kind of graphic to display it's in effect.

-Partisans are crazy strong for the CP cost.

1. Suppression break abilities need a longer cooldown, severe penalties after use *essentially fire up*

Why no1 caught that I dont know

2.Overall infantry Pop cap needs to increase. Too much spammability to the point of tommie blobs. Grenades and other use abilities need to cost munitions, too useful for being so cheap.

3. Firebase needs to be doctrinal, in an arty doctrine or propoganda doctrine.

4. Speed decrease for IS'2s needed currently too fast to target with AT. Along with making the Juggernaut only 1 time use. Same goes for Sniper Ace.

5. Nerf Accuracy for conscripts, command squad, and guard, currently too effective at killing german units in retreat along with making closing for close quarters combat difficult.

6. Look into redesigning some of your city based maps as well, the craters and ruins can make Armor pathing very uneven at times, consult other mod map teams to help you in this regard.

I just finished playing a full day of CoH: EF as the Soviets and here are my suggestions:

In terms of balance the Soviet faction is a mixed bag. I don't think it is purely OP or purely UP as many members here make them out to be. In fact if done right, a few adjustments here and there will make this faction much more balanced.

As others have mentioned, and an opinion I agree with is that the mortar is too powerful. There are three variables you can change: its cost, its damage, its accuracy. I suggest nerfing two of these three.

The PTRD is also doing an obscene amount of damage to buildings, literally 15-20% a hit. Needs to be lowered obviously.

One thing I did notice that was way out of line was the armor piercing rounds ability for the ZIS gun. 150 munitions to use armor piercing rounds for a short time is WAY too much especially considering how valuable munitions are to a Soviet player. With all the player's munitions going to towards the armory, this ability will never be used. I'm talking about the "on use" ability not the cost to research it.
I don't know how to fix this, so you guys will have to figure out whether to lower the munitions cost considerably or use a different resource.

Soviet tanks have a very low benefit:resource spent ratio. While they can get them faster than anyone else in the game, they're just too expensive considering how inaccurate they are. It feels like they're OK/awesome in the very early game IF the Soviet player rushes to get them but after that point they just go downhill. I would not recommend lowering their cost but maybe increase their accuracy, decrease damage against infantry and increase damage against tanks. Maybe fit in the "increase damage against tanks and accuracy" part with the T34-/85 upgrade so that late game they're not COMPLETELY useless like they are now.

IS2 I think needs more testing, I don't really have an accurate opinion on them.

A lot of the balance problems with Soviets are tricky. They may be really powerful in one aspect but suck really bad somewhere else (like T-34s early game vs late game).

Also there really is too much spamming. I don't know how to fix this without altering the game too much but using combined arms tactics isn't paying off as much as it should - I mean combined arms is pretty much how the Soviets play.

Keep it coming guys, I will be updating this with the most common complaints- I agree with Detrian, the Partisans are essentially commandos that are cheaper and easier to get (first unlock in the doctrine). I feel Sniper Ace is expensive, and takes awhile to unlock. Doesn't need a nerf, but limit them to 1 on the field at any given time.

Keep it coming guys, I will be updating this with the most common complaints- I agree with Detrian, the Partisans are essentially commandos that are cheaper and easier to get (first unlock in the doctrine).
