People keep complaining that the urban combat doctrine is not particularly useful, and that the IS2 is overpowered. Here's a proposition. Why not swap out the IS2 with the KV2? Make the IS2 the final call in unit for the Urban Combat doctrine and buff up the splash damage on the main gun, and make the KV2 purchasable from the Soviet tank depot for a reasonable cost. Suddenly urban combat is a viable doctrine choice, and you stop seeing blobs of IS2s.
