First off, hello! I'm new here but I caught wind of this mod through wikipedia, and I must say it looks pretty good! Anyways, while browsing your suggestion forum, a suggestion of my own popped up- Neutral, 'capturable' civilians, and how they could tie into both the German and Soviet armies. It would go something like this:
1) At the start of a match, neutral civilians would be placed randomly throughout the map (in buildings as well)
2) Infantry (and only infantry) may 'capture' these civilians (much like capping a point, but much more quickly)
3) They are then controlled by whoever captured them. The point would now be to bring them safely over to your HQ. They are unarmed, slow, and fairly easy to kill.
4) Upon bringing them to your HQ, depending on your army (Soviet or German), you may either execute them (German) or incorporate them as soldiers (Soviet).
Gains from executing (options)- The German army would gain a morale boost, causing them to do slightly more damage for a period of time. They would also get a slight defensive boost.
- A group of highly-skilled, and fanatical Einsetzgruppen units (

They are anti-infantry units that are unable to retreat, heal, garrison into buildings, reinforce, or use any cover- They can be considered a 'one squad army', EXTREMELY effective against infantry (engineers, infantry, snipers, mortars, etc... Anything that doesn't have metal surrounding it). They are completely useless against enemy vehicles, however, and are easily killed by them.
Gains from incorporation (options)- Soviet troops (excluding vehicles) gain a powerful morale boost, effectively doubling their firepower and damage for a short period of time.
- The civilian that is captured becomes a squad of special conscript/freedom fighters. They are essentially like the Guards, but give a morale boost to units that are nearby. When they are killed, however, they give negative morale to all infantry units. The squad may not reinforce nor heal.
