The player can spawn them from any ambient building. A friend showed it to me when we were playing together, but I never tried it myself. I never saw/noticed the AI spawning them from buildings.

If I save a skirmish game and reload it, "fatal error, executing action paused".

What factions were used in that game and on what map  - this info will help if is not a know issue already.

Just hit the pause button and the match will continue. We are working to find a fix on it.
