soviet commissar

What are the specific bonus values that apply to nearby squads? And do they also give bonus to other squads such as Strelky?

The command bonus is uniqute to Conscripts. Gives supression resistance and increased weapon damage.

Abuse is abuse and has to go.

But I am wondering the EXACT values it gives, in number values, %,+,etc. So your telling me it doesn't work on anything else besides conscripts.

...Can you be more specific as to how everything breaks down??? Im sure you may have gone through these kinds of numbers when modding for the commissar.

These are the bonuses applied to conscripts, depending on the commissioners vet. These bonuses also stack

vet0: 10% resistance to suppression, 10% less received accuracy, 5% faster veterancy gained
vet1: no additional bonuses
vet2: 20% resistance to suppression, 20% less received accuracy, 5% faster veterancy gained, 15% more damage
vet3: 20% resistance to suppression, 25% less received accuracy, 15% faster veterancy gained, 30% more accuracy

@Robotnik
These are the values for the next patch, aren't they? The values in the latest released version are these:

Vet 0
* Received suppression: -25%
* Received damage: -15%
* Received experience: +5%

Vet 2
* Received suppression: -40%
* Received damage: -20%
* Received experience: +5%
* Weapon damage: +15%

Vet 3
* Received suppression: -35%
* Received damage: -25%
* Received experience: +15%
* Weapon damage: +30%
* Weapon accuracy: +30%

And yes, it only works for conscripts.

Errm, can you clear this up for me, please? Weren't you going to remove the commissar (as in a separate unit call-in) and make him one of the models of the Shtrafnie squad instead?

These are the correct values. They don't stack, though. And yes, you#re right. The commissar is a per-squad upgrade in the next version, but he still applies certain bonuses to the squads. Just not as an AoE aura anymore.

Wait, if they don't stack then why the vet 3 suppression downgrades from 40%(vet2) to 35% (vet 3)

It took around 200 total infantry kills for the commissar to vet up to level 3 when accompanying 4 upgraded cons and command squad. Is that intended? If i recall, when I put the commissar with a bunch of PPSH-41 Strelky, he gained vet 3 in no time with less kills of infantry I believe.

Well, the Commissar vet bonuses were not completely final at the point where the patch was released (just like the pIII changes). So, it's sort of intended, but not final.
