The initial public release of the Ostheer might as well be considered an Open Beta, I'm sure there's going to be a lot of balance suggestions and bug squishing in the first month, but we require a Closed Beta before hand so the Ostheer goes through a serious, concentrated de-bugging and balancing effort before public release. Closed beta will be more about balance than bug testing, so starting the Open Beta at that stage would likely put a lot of people off playing further, to the detriment of the community (exhibit A being the v1.0 Soviets), there's a lot of be said about first impressions, and no amount of "It's only a beta!" will change peoples minds if what they witness initially is an unbalanced morass.
