I think the penalty box could be a bad idea, its hard enough getting people to play the games. Not allowing people to play would discourage people further. I suppose by the end we'll have a group of reliable players who can be depended on but the competition will move at a slower pace, now that I think about that could be a good thing. However if you penalise too many people, especially if they're all on one side, it could be problematic. I suggest making it 2/3 no shows then penalty.
I'll talk it over with the others.
