Factions: Enclave, Brotherhood of Steel, bandits, super mutants, Chinese remnants? Civies are, well, civies.

Gameplay: small-unit based gameplay. You may get 1 or 2 verti-birds IF YOU'RE LUCKY. One base per person; upgrade with walls, towers, armory, etc. Controlling civie towns nets resources via caravans.

I was thinking about a potential mod like this not so long ago. As I see it, for a Fallout RTS to be Fallout at a base level, it would need to have an inventory system, which is why I'd choose modding MoW over CoH for something like a Fallout RTS. Unfortunately, MoW has no base building system, and I'm not a MoW modder so I have no idea if base building is even possible... surely if they can place defenses, placing buildings would work in more or less the same way. MoW has civvies though, which is a plus.

I've been wanting to make a Fallout type RTS from scratch for a few years. It would likely be a post apocalyptic 4X game (eXplore, eXpand, eXploit, eXterminate)... similar to Anno. Each resource would be worth fighting over, but none more so than Clean water and Arable land. It wouldn't be Fallout though, obviously, it would be an original IP.

First of all, fallout is one of the best game series, EVER.

I read somewhere that one of the creators said if they ever made a strategy game it would be about the resource war between the US and China before the apocalypse.
Imagine giant blobs of power armours storming chinese infantry <3

My English is kind of useless. But that because Iam swedish Wooohoooj! ;3

You are forgetting we can add from the FO:NV with Caesers legion, NCR, The Strip Gangs, Yes Man's robot army, Then with the DLC's you could have the Tribes from the Zion Valley DLC and like for command trees you could get mercenaries like Talon's and Gun runners i think it could make a good RTS game and for what BurroDiablo said you woudn't need and inventory you wouldn't be following the lone wanderer more then controlling factions and there armies

No, but it makes more sense having to scavenge for items in a post apocalyptic environment instead of being supplied with everything through bog standard upgrades, it adds depth to the game. If you wanted it to be like Fallout instead of a RTS ripoff with no similarity to the original games, then you would want an inventory system. Besides, why not outfit your own lone wanderer or courier or chosen one or vault dweller? I remember listening to the FO3 soundtrack while playing MoW a few months back... I had 1 guy (a tank crewman) left after his team was wiped out, I scavenged a sniper rifle but had no ammo; I killed an enemy with a rifle by sneaking up and knocking him out then stole his rifle ammo. I proceeded to pick off the rest of the enemies and scavenged even more supplies from my kills. It did feel slightly RPGish and wouldn't have been possible without an inventory system, so I  personally would want to bring that feeling to any game/mod to do with Fallout, so it actually feels like Fallout

F.Y.I: I haven't played New Vegas, so I added nothing from that game. An inventory system, or something like it, should be in this mod of yours, Diablo is right there. resources, and even equipment should be rare enough to fight over. I'll be forces would battle over clean water as much as over a good sized weapons cache.

That's fine, it's not as good as CoH but it's still an alright game as far as detail and depth go. Still, I'd suggest MoW since it has Civvies and Animals which would be essential to a Fallout RTS anyway, inventory or not. Oh, and there's a Nuke explosion in the MoW editor which would prove useful. :P

I'd love to conceptualise some post-apocalyptic tanks. If I remember correctly, Fallout Tactics had a Sherman in it... there was also the Chimera in Operation Anchorage, but that apparently only existed inside the training simulation.

And it makes it unique. I dont think I've ever played a RTS game where you scavenged :P

These are all great ideas  ;D But this is just a matter of fallout. I have a question how come in the game the Power Armor isn't better it should make you an insane hulking one man army of death like you can still get overwhelmed by deathclaws for Raiders. Cause i mean it's like pure steel armor that in really thick it should make you into a walking tank

Balance <3 There wouldnt be any challange if you got the power armour and walked past the final boss giving him both your fingers like YEAAH ! <3 However its steel yes, and laser and plasma and such easily cut trough it. Thats why energy weapons rules against power armour units.
However I agreed in that the power armour should be a little better at least in new vegas.

In Fallout 1 and 2 power armours were really good. In FO3 the t51 was if i remember correctly perfect. Good protection ( 40 dms I think?) and you didnt need to repair it because its condition never got hurt? Sadly the enclave power armours didnt react in the same way and those armours are suppost to be better according to the fallout story. Good job Obsidian! <3
However in New Vegas I have to repair my t51 all the time ;C
