 Heya ;) Hmm. Middle talent tree. Incendiaries for Mortar.
 Heavy Soviet Mortar does not have incendiaries. Is that normal?

 - Yes, tech tree talent was unlocked.

Hi Loup! Welcome back ;D

That ability was removed on this version, probably forgot to list it on the changelog. IIRC the doctrine upgrade description shouldn't mention it as well.

EDIT: Fixed description.
