I´m not done yet. Under the flag there should be a destryed german tank or an advancing t34.

Wow! that's quite a sketch!  You're on the right track, composition-wise... you can also add something like an explosion or advancing troops in the immediate background (center) to further unify all of the elements.  The officer waving a Tokarev's a very good choice as well.

Hmm, for the Relic-style effects you can try using Adobe® Photoshop filters (CS2 onwards are the best IMO---I use CS5) or alternatively, you could "paint" it yourself with CS4/CS5 or Corel® Painter 11. It'll be easier with a Wacom pen and tablet (preferably Cintiq) though...it feels just like the real thing  But that's just me, I guess. The devs might be able to help you out a bit more...
