Here is my concept for Ostheer.
Headquarters:
Ost-bauharren. They build and repair the Ostheer. Cost: 160 Manpower, 4 man squad. Pop is 4. They can be upgraded with a Flammenwerfer 35 for 70 munitions as they are already good fighters for building units. They have Kar98ks.
Horch. They can transport troops and have a mg42 machine gun. Cost: 230 Manpower, Pop is 3.
Ostheer Infantry Recruitment: Cost is 350 manpower and 20 fuel.
Sturmgrenadiers: Sturmgrenadiers are really good in large numbers and can be upgraded to be versatile and multi purpose. Cost: 300 manpower. 6 man squad. Pop is 6. They have kar98ks. They can be upgraded with Mp40, Scoped Kar98k, or Mp44 for 60 munitions.
Mortel-Team. They have a mortar. Cost: 250 Manpower. 3 size squad. If only 1 is left, the mortar will still be operated.
Ost Scharfschützen: Sniper that can be camouflaged but very expensive and skilled. Cost: 400 Manpower 5 pop cap.
Unterstützung Kaserne: Cost: 400 manpower and 30 fuel. It is to help you to have support units.
Pak 40. Costs 360 manpower and a 3 man squad and 3 pop cap. It is a good Pak and a better pak than that pak 38 the wehrmacht uses on the western front and eastern fronts.
Nebelwerfer: Like the vanilla nebelwerfer.
Tank Killers: Costs 400 manpower with a 5 man squad with 2 panzerschrecks. 5 pop cap.
Armored Car: like vanilla pe armored car.
Panzer Manufacturer. Costs 500 man power and 60 fuel. It is where Ostheer players have been looking to have.
Panther: 600 manpower and 100 fuel with 12 pop cap. It is for countering the t34 rush and spam.
Elefant: 800 manpower and 140 fuel with 15 pop cap. It's only potent enemy is the Is2 and isu 152.
Nashorn: 500 manpower and 90 fuel with 10 pop cap. Does not have good armor, but it is perfect for taking out enemies unseen.
Panzer Iv: 400 manpower and 70 fuel. More cheaper because t34 is better.
Veterancy is earned through actually fighting but it is slow going as players can already have a massive army and good units.
I didn't put doctrines and might not put any.
NOTE: Some units are in German for German taste.
