PTRDs do very little damage against medium and heavy armor no matter how accurate. They are just not comparable to RRs.
That was what my comment was based on regarding blobbing with PTRD's. Anything above a light vehicle requires a LOT of them to take it down, to the point of it not being effective to do so because of their build & cap cost when compared to alternatives like the t34 or a couple of AT guns
