I noticed while playing that mid to late game Soviets are floating a lot of munitions, I mean like 500+ munitions. So I played a game as Soviets and just spammed a ton of mines all over the place, and it is very effective in late game since most axis players have lots of tanks and don't usually get mine sweepers until they notice a lot of mines.

Besides flamethrowers from Urban doctrine and mines, munitions really stack up due to the removal of munition cost on special abilities. And once you get to mid/late game, you pretty much got all the upgrades you need for whatever build you are doing. This allows mines to be placed EVERYWHERE.

I suggest that if the Soviet munition usage remains unchanged, at least make mines take more than 25 munitions.

Yes they are usually floating lots of munitions, but increasing the cost for mines is not the answer, this would make early game a lot harder. They need something else to spend the ammo on.

x2 Flamethrowers are only 50 ammo and only available if you go urban combat.

Hmm, perhaps increase them to 50, that should just about do it.

but thats how much a teller costs, and anyway IRL the Soviets were absolutely nuts about massive minefields. Maybe add 5 or 10 not 25 muni, heck no OR give a choice in between AT and AP mines for different costs 25 or so for AP and 50 or so for AT because as you said a big reason for those massive minefields is to counter tanks and if AT mines cost more than it reduces the rape factor.
