Observation post ?

Hi guys,
my first post here. been lurking for a wjile waiting for the mod to pop up.
It's done, so i de-lurk.
Anyway, i have juste played a few games to try the soviets and i would be sure not to have miss something :
the soviets cant build observation post on captured points ?
Is that right or have i just missed something  ?

sorry but i meant the small structure you build on cap points to increase income. It's called Poste d'observation in French but i am not sure of its translation in english.
Do we speak of the same thing ?

You cant have soviet pio build structures able to increase the ammo or fuel income of captured zone.
Right or wrong ?
