Munition Question

I know that munition isn't used for different skills, so what will munition be used for with the soviets?

Is it used for the universal upgrades instead of fuel?

 Yea, that's what it very much looks like. Individual permanent
 upgrades (PPSH, etc) but not throwaway uses (Grenades).
 Perhaps the big universal upgrades, too. Apparently those
 are very expensive, and have to be chosen carefully?

I thought munition will also be used for tacticel aids like "for the motherland", "not one step back", "god of war"

 Yea, that's been asked before, but never fully explained.
 It's only the unit's throwaway use of grenades/arty, etc
 which is cost-free. Upgrades, and doctrine-artillery, etc
 still uses munitions.
 
 As for the Force Retreat (as well as the officer's) I believe
 it's already been explained that yes, it will work. No, they
 won't be shot at. It's just that they won't have a VOLUNTARY retreat button. Which is different from being
 FORCED to retreat ;)
