True, but once again, if they did that, relic would have to support the mod with workers and money, something I doubt they want to do

Exactly, it would force them to maintain a level of professionalism with regard to the mod and place them in control of managing updates as well as feedback with regard to the new faction, fixing bugs, etc. They'd be better off doing Company of Heroes 2.
