Идея состоит в том чтоб добавить фракциям СССР и Ostheer "Развертывание передовой базы".
Для СССР сделать "Штаб партизан" а для Ostheer сделать "Штаб полицаев".
По моему это не нарушит баланс, а партизан из доктрины заменить на что-то другое можно.
