You must also think about how it would translate into the gameplay. A good player would begin to move his soldiers in a way so they didn't stand in your own retreat road and he would order his men to attack the ground when they pass by. It just seems weird that the commander should have to work so hard and give so stange orders to ensure that his soldiers doesn't kill each other.
Ah.. thank you very much for your explanation and your time in responding as normal intellectual person should. I understand and accept your point of view.

IMO, a simple weapon unlock for each veterancy level should be simple enough to code. The Ostheer should be the hardest, battle hardened SOBs in the German army, ergo, they are already veterans, giving them new weapons and skill sets per veterancy level should reflect on this.

The longer they fight and kill, the more weapons and skills they gather. High vet soldiers should have good anti-infantry and anti-tank weapons with sprint ability to boot.

IMO, (If it is possible) soviet units should be shot at by allied units (or just by other soviet units whether yours or your allies) while they are in their retreat phase (when they have the big exclamation point on top of their heads). This will make Soviets all that more different from other factions as well as instill Stalin's no retreat policy.

In effect, they'll be considered as Germans while in this phase by the AI. If you manage to make it back to your HQ, then you certainly deserve to be reinforced!

The game already has an OP, maybe they could make it that the OP can also lockdown points much like a scout car.

Regarding the return of the RETREAT BUTTON to make propaganda work, I still think that my solution fits the bill while still maintaining the NO RETREAT policy. from my post before:

Just throwing my two cents in... If you guys already have a vet system in place then disregard these, but if you don't then maybe this could work for you.  ;D

Soviet Vet: Veterancy over time
Troops and units gain vet over a period of time. Ex. Vet 1 in 5 mins, Vet 2 in 10 mins and Vet 3 in 15mins. Of course you guys choose the length of time before the veterancy kicks in. Also, this vetrancy only begins only if the unit/squad gets a kill/kills, sort of a trigger for the vet to take effect.

Ostheer Vet: Conquering Vet System
Troops gain vet from the amount of points they capture. Ex. Vet 1 upon caturing 5 points, etc. Tanks and Vehicles gain vet based on the percentage of the map that you control. Ex. Vet 1 at 50%, Vet 2 at 75%, Vet 3 at 85%. Though their doesn't disappear when you lose control of the map, new units only gain vet based on the current map control.
