you cant compare t-70's with panzer IV. its another class.
also you cant compare the amount of tanks of one
faction with 2 factions.
Ok, you're right; but soviet have few tanks than germans. Surely this game is not historically accurate but we have

KV-1 was produced more than KV-2 ( a moving tank-buster, i think it's number should be limited to 2 in game)

The appearance of the German Panther tank in the summer of 1943 convinced the Red Army to make a serious upgrade of its tank force for the first time since 1941. Soviet tanks needed bigger guns to take on the growing numbers of Panthers and the few Tigers.

A stopgap upgrade to the KV series was the short-lived KV-85 or Object 239. This was a KV-1S with a new turret designed for the IS-85, mounting the same 85 mm D-5T gun as the SU-85 and early versions of the T-34-85. Already-high demand for the gun slowed production of the KV-85 tremendously, and only 148 were built before the KV design was replaced. The KV-85 was produced in the fall and winter of 1943-44; they were sent to the front as of September 1943,the production of the KV-85 was stopped by the spring of 1944 once the IS-2 entered full scale production.


So it's logical to make available immediately the KV-1 model 1942 (or KV-1C) as heavy tank with a gun similar (i think a bit better) to T-34 but better armour so soviet can fight well PanzerIV,STUGIV and with an upgrade to sblock the IS-2 in the same time when german begin the production of Panther V.

If the KV1 was to be a reward unit, it would likely replace the T34...and would be probably along the lines of a churchill. As a similar upgrade you could have the KV-85...but this isn't likely to happen fellas  :P

The best line up:
|first-middle game|late - final stages|
T-34 -> T-34\85
SU-85 -> SU-100
KV-1 (76,2mmgun churchill hull)->KV-85 (85mmgun+ hp\arm.)
***upgrade IS-2*** -> IS-2

or an alternative can be (but i don't like it cause germans have many tanks and soviet would be pair:

500 man-100 fuel | 600 man 135 fuel upgrade: 300 ammo
KV-85 -> IS-2

T-34\76-85 isn't a new tank
Katyusha is like a faster nebelwerfer or stukazufuss with more rockets but the price is similar.

With the exception o naked panther of PE, the short-gun Panzer IV the germans have 8 different tanks and soviet 6 different tanks (but the T-70 is very weak despite the enemy side.. 3 panzer IV can be dangerous against a IS-2 (final tank for soviet), while 3-4 T-70 make smile the Panther or tiger :-)))

IMHO.. the KV-1 would be the first heavy tank available for soviet in place of IS-2 (the IS-2 will be buildable after an upgrade in the "Soviet Supply Depot" ); in this way the game would be better balanced, cause the KV-1 is nice against stugIV e panzerIV but weak against panther and tiger. The IS-2 in the middle game is a too big advatange for soviet, while a "weaker" KV-1 is more historical e well balanced heavy tank for middle game. Then in late game Soviet can deploy IS-2 after a 250 or 300 ammo upgrade similar to T34\85 and SU-100 upgrades.
