Maybe its possible for him to infiltrate the buildings of the allies to delay unit creation and stuff like that. Slower upgrades, global cooldowns take longer if you infiltrate into a HQ etc. He would have a 50 %(or lower/higher) succesion rate so not all attempts would succeed. I don't know if this is possible though.

* NKVD upgrade now costs 125. Upgrade now re-equips entire unit with new 'Conscript Mosin2' with Damage 7.

Its still 200 munitions and aren't you guys over nerving the russians they are pretty weak right now, good thing though that the tank hunters got some extra abilities and range.
