I use XP. I have all COH versions. I do not use steam. I play COH multiplayer online so yes, I have the last patch. I downloaded 1.300 EF version, it failed, then I try with the 1.200, it failed too.
I do hope you will be able to find the solution.

Have you installed Microsoft .NET Framework 3.5???
Have you installed Microsoft Visual C++ 2005 redistributable?
Have you installed Microsoft Visual C++ 2008 redistributable?

No for 3. Do I need to install them ? All of them ?

.NET Framework 3.5 is for the launcher, otherwise the launcher won't run. I recomend to install it because not only EF's launcher uses those libraries. If you haven't installed the other two, you should do it.
In either case, you can follow these instructions to make a shorcut if you don't want to use the launcher:

When I installed EF, it automatically created a shortcut, so I do not think that I need another one, do I ?
I am installing microsoft net framework 3.5, but the downloading progress is very weird, it downloads, then it comes back to 0, and do it again and again, so it does not progress. I wait for some minutes more, but if it still does not work, I will tell you.

They said an error happened, the installation failed. I try again.

It failed again, now I try to download from another source. May be it is the file which was corrupted.

It failed everytime but I saw that I already have Microsoft net framework 3.0. Not 3.5. Would it be enough ?

I don't know if it could run on 3.0. What kind of error you get while running the launcher?
The shorcut that EF installer creates is to run the launcher, that's why i wrote "if you don't want to use the launcher create a shorcut using the link" on my previous post. Hope that helps.

But the RelicCoH.exe is a COH thing, the original COH, it has no link with EF. Are you sure it could work ? Anyway I will try it, and is there a space between the " and -dev ? I do not think there is one, but I have to be sure.

EF is a mod of Company of Heroes, of course it's linked... the launcher only automitize the process.
Please upload the launcher's log as well.
EF_Launcher_Log.txt -> Located on CoH Directory\.
Remember to change the example directory of RelicCoH(C:\Games) for your own.
Yeah, after the last quote you need to add a space ("[...]" -dev)

If you found EF_Launcher_Config, you already found Company of Heroes directory :-\... CoH directory = Company of Heroes directory.
Did you try to run it with admin rights?

In EF_Launcher_Config there is not COH directory. It is only text things. May be COH directory = EF_Launcher_Config ?
When I start m computer, I am automatically on administrator.

CoH directory = Company of Heroes directory = C:\Program Files\THQ\Company of Heroes or whatever other directory you installed CoH... if EF_Launcher_Config isn't there, where is it? Remember that you need to install EF in the same directory than RelicCoH.exe is located, in other words, in Company of Heroes directory.

What do you mean with that? Are you sure you installed EF on CoH directory?
Launcher's log is EF_Launcher_Log.txt... did you install .NET Framework 3.5??
You can upload the files using the forum attach function:
Before submiting a new post, go to Additional Options->Attach

I heard that others suffered from crash, and soviet army blocked problem, I hope I will not have those problems, but anyway, the mod is launched ! The harder is done ! Thank you budy !

People have blocked the soviet army because they use an older CoH version.
Glad to hear it! Just remember to install the future updates manually ;D!
